Temple is currently located at the intersection of Youth Road and Quan Thanh road. The temple was established when King Ly Thai To moved the capital to Thang Long (1010). The King allowed receiving the ancestral tablets to the northwest of the citadel, called Huyen Thien Tran Vu temple where is a place of worship of religion, popularly known as Tran Vu temple or Quan Thanh Temple.

The legend of the temple said: Huyen Thien Tran Vu is a god who help the people of the north exorcize the phantoms, monster in order to keep peaceful life around the city of Thang Long citadel except Golden Turtle under 14th Hung Vuong because the Turtle exterminated the nine tail fox in Tay Ho, helped An Duong Vuong build Co Loa citadel and killed The Crystal Fox on the Red River under King Ly Thanh Tong.

In the reign of Le, the king also often came here to pray for rain every time of drought. The temple has now been repaired several times. The statue of Huyen Thien Tran Vu was recasted in black bronze with 3.96 meters high and circumference of 8 meters. The statue has square face, look- foward eyes, long beard, wearing a hermit, sitting on a stone platform, the right hand with a sword against the back of a turtle. The statue of Huyen Thien Tran Vu is a unique work of art and bronze casting techniques marking talents of our people three centuries ago. There is also a smaller bronze black statue; many people believed that this is the statue of Trum Trong who commanded the cast of Tran Vu statue.
